I'm cool with less internet bullying as long as it doesn't involve censoring, spying, or keeping me from making fun of kids in video games. However I don't think any of these goals are attainable.

if you don't equate stopping "insults based on looks and intelligence" with censorship then i can't help you.
High-school level cyberbullying is something that kind of has to be handled locally. You can't restrict it on a national level without compromising the free nature of the Internet
