In every windowed or borderless game I experience what seems like my FPS dropping down to 30 for 5 or 10 seconds, and this happens at completely random times.
This happens to me in Dota 2 and Stepmania, but for some reason it doesn't happen to me in CS:GO (or I just never noticed it), even though I run it in borderless.
When I use Fraps it shows that my FPS actually does [B]not[/B] go down.
Here's my speccy:

The problem continues to persist even after updating my video card drivers.
Roll back the drivers.
