The situation is actually really complex, because a huge chunk of Azerbaijan, where the fighting is going on, is a de facto independent state called Nagorno-Karabakh, which is allied with Armenia. Azerbaijan has basically been trying to take control of their breakaway republic for years, as well as take control of parts of Armenian territory. Armenia meanwhile, has been occupying chunks of Azerbaijan territory. Every time they make peace they start fighting again pretty soon after.

Basically there are 3 de facto nations. Armenia has occupied parts of Azerbaijan for years and is allied with Nagorno-Karabakh. Nagorno-Karabakh is de facto independent, but officially part of Azerbaijan. Azerbaijan wants their occupied territory back, but also claims all of the NKR and parts of Armenia. Azerbaijan has gotten more and more powerful due to their fairly strong oil economy. It's possible they now feel confident enough to try and retake the NKR entirely, and settle old scores with Armenia.
