Am I getting ripped off etc.
1300$ might be a bit too much for it. Your current PC is good enough, you should get a better GPU, like a GTX560 maybe?

Also, What PSU do you have?
To be honest I am not sure what PSU I have. I would have to open up my comp and see, what I am really asking is if I should just focus on a brand new PC? Or just upgrade my video card and anything else?
A Q8400 is still more then enough to play pretty much all games on the market, you could just as well save some money and just buy a relatively powerful gpu. 560ti will be just fine, enough power to play all games on the market, and not that big of a bottleneck. But if you have 1300AUS to spend and wish to spend it on a whole new computer, then you can most certainly get a very nice rig. Eventually the Q8400 will get too old, so you'll have to build something new eventually, your motherboard only supports 775 and DDR2 ram, so all of those you wont be able to re-use when you build a new computer.
Also, for that price, you never know what treatment that PC has gone through. When I first got my PC a few years ago, frankly I was an idiot. I would drop things, touch things that shouldn't be touched and when things didn't fit I just jammed them in. Now my PC is dying prematurely. But at least I know how to handle a PC now.
