Of course it doesn't give you double performance but it is more economical to get dual cards than a more powerful single card a lot of the time. You computer doesn't take a ton of power. If you want to make it so it isn't using more power turn off 1 100watt light bulb and look the power usage of your home remains constant.

the difference in the electric bill would only occur if you get a more powerful power supply than you would've otherwise, and even so, modern power supplies are very efficient, so the difference should be anything but noticeable.
