I don't particularly see anything wrong with this. Anyone can freely fly a drone, but they can't stalk someone. So it's in a legal grey zone. What bothers me is that some law maker could either ban, or keep civilian operated drones.

If we don't have hunters, deer and shit will breed much too much, which causes starvation and disease in the populations. Now, what's a worse death, starving and infections, or a clean shot?
Won't having a loud as fuck drone flying overhead scare off the game? Maybe this is partially their intent.

The only solution then is drone hunting. Get out the EMP cannons.
