To be fair, normal people also don't have over ten siblings that they are responsible for.
Not saying that excuses his actions in any way, but I can't imagine being one of the older kids in that family. You'd essentially have to raise your parents spawn for them, in a seemingly endless tide until you got old enough to leave the house.
Plus, imagine trying to have relationships. Conservative, religious parents and 15 siblings? Who dates into that bundle of crazy?
All that aside, this is reprehensible. Also reprehensible that they never got him help, even though they've known about it for a while now.

It's more than reprehensible. I'm pretty sure that in every state of the USA, if you are aware of sexual abuse of a minor and don't report it, you're an accessory to the crime. 13 years definitely counts.

Instead of turning him over to the state or finding help, they sent him to a "Christian program" of some kind on advice of the church, but really they just shipped him to a family friend's and put him to work.
In 2006, they informed the police.
I'm pretty sure the laws I was referring to don't say "it's okay to sit on the info for 1-4 years, don't worry about it too much".
If it's reported that they went direct to the cops immediately after hearing about it the first time, and the cops didn't act on it, especially after repeated incidents, I'd like to see where that's written and then the cops deserve more of the blame. According to the story Jim Bob told cops, the AK state trooper definitely heard about child sexual abuse and effectively did nothing about it.

Suprisingly enough, Arkansas sexual abuse reporting does not require immediate reporting unless you fall under one of 37 catagories of people who must do so if they find out. So it turns out they actually do say that. I need another vomit bucket, this one's full now. I haven't checked the laws lately because I haven't witnessed any child abuse and if I did I wouldn't be looking for loopholes to get out of reporting it, but I'm fairly sure that, around where I live, if you are considered a responsible adult (you're not too mentally handicapped to look after yourself, etc.), you're a mandatory reporter.
That Arkansas State Trooper better have a good story about how he dutifully filled out the paperwork and higher-ups just binned it without following up, since law enforcement officials [I]are[/I] mandatory reporters.
