Because Microsoft, in their hubris, envisions a future where the Windows Store is the PC equivalent of the Iphone app store for the majority of users. And keeping games and other apps exclusive to the Windows Store is one way they hope the will be able to convince people to accept the Windows Store into their lives.

Going to your language settings and changing your region also changes the store's, but i never bought anything from there.

microsoft have never really enforced regions for their stores. i used to have 2 xbox live accounts so i could get games and dlc cheaper on xbox 360. would bring the price down to a more reasonable $38.50
