My brother was tugging some wires out of a motherboard fan and damaged his 4870 so it no longer works. He was also using a swiffer cloth to clean it so he probably gave it a static charge.
He's willing to spend enough to get a decent card but it's caught him in a bad situation, so his budget is below $200.
