Alright, so I built a new computer.. got windows 7 and everything ran smooth to install it. My laptop, running Vista gets roughly .8-1.2 MBit/s.. which is pretty much fine for where I am (military base). Well, the internet going to the computer.. when I run speedtests is about.. 0.1-0.3 MBit/s constantly. That's a pretty big difference. I have a modem, no router, and the modem ONLY connects to my computer... nothing else. (Or laptop, and nothing else). I can't figure out why in the world it would be doing that but it's a huge problem. I've googled it and found results.. I've called the technical support.. and I've asked around my dorm.
Any ideas? Oh, and before someone suggests drivers.. I tried finding drivers for my modem.. but it's just a modem.. It's a ClearWire modem if that helps anyone. I don't think it has drivers. If I'm lost please explain.. as I'm new to windows 7.
Clear has drivers.

It's not a USB Modem... as far as I know. I connect it to my pc with an ethernet cable, and the modems plugged into the wall for power. No USB at all..
Than it may be an unrelated issue with internet explorer (that is if you use it), or the ethernet port, though driver issues with ethernet ports are extremely rare, almost any OS in the world has support for them with included generic drivers. I myself don't have this problem with win 7, so its something specifically to do with your copy. Did you try a firmware update for the modem (if there is any)? Also check to make sure there are no power cables/video cables touching or very close to the ethernet cord or the modem, as electrostatic discharge could be causing interference inside the cable or modem itself.
