Basically my friend just got a laptop from school and he wants to install chrome Spotify and steam but bitlocker restricts everything. Is it possible to remove this bullshit? I tried removing manually with cmd with no success. The laptop even blocks sites with sites without www in front of Site name
If you want to install stuff without bitlocker, you can deactivate it temporarily, but you need the adminsitrator account to do so.

But is there a way to remove it without password? Like reformatting somehow
Yes, You can reformat it. But I don't know how much your school likes that idea.
My friend is willing to format it, how would we do this? Only way I can think of is locked
