Put together a new PC but it's stuck in infinite loop and it won't boot. Help?

Sorry if this is the wrong section but I really need this to work. And I'm sorry if this is unorganized, I'm typing this from my phone.
I just put together a new PC, tried starting it up and it keeps restarting itself about 5 seconds after I see the Asus splash screen. I tried moving the RAM in every slot possible and even did a MemOK test on my motherboard which said that my memory is fine.

I also have a 750w PSU and a GTX 470.

Fixed.
It's known as boot cycling and it's common on Gigabyte boards. Might be a DOA board. Email Asus about it.
We'll need full specs.
Of course, a faster processor will finish infinite loops much quicker. :)
EDIT: As the reply above says, it's probably a MB issue. I'm just asking in case you have something incompatible or too weak a power supply.

can you get into the BIOS/UEFI?
have your tried resetting the CMOS?
Also, BIOS settings work fine. If that makes a difference.

I also cleared CMOS and it's doing the same thing.

Fixed. Apperantly my motherboard doesn't like it when I connect hard drives in certain spots so I had to figure out which spot is which and got it to work after two hours.
