The senate democrats haven't passed a budget since '09 have they? I'm also not sure how the comparison works. Isn't a budget for the entire year while a continuing resolution only for a set number of months (shorter than a year)?

A continuing resolution can last up to one fiscal year. The one that the House proposed would have lasted through the entire fiscal year of 2014.
