How come he has 22 skill points on level 24, while in Borderlands 2 you get only 18 or so.

because you get your action skill at level 3 now

It reminds me of a blend of Unreal Tournament with that low gravity and heavy emphasis on jumping and Borderlands.

Not to keen on that low gravity setting, I prefer solid ground for shooters.
