Preventing public gay pride parades is fully within the government's rights, as they would have the right to shoot down any other sort of parade. This is certainly not a violation of human rights.

Well it kinda is though, if they were all like "no protests/assemblies allowed" then that would be it, but now this targets a rather vulnerable minority. What if it was "no jewish cermonies allowed" then that would be antisemitism because it targets that group in particular.

The police isn't going to bully and beat up people for being gay. They're going to disband LGBT-related parades, and the Russian government, as any government does, holds the right to disband public protests.
