Desktop doesn't fill screen?

My brother got a 6970. He hooks it up with a HDMI. Hes using a HDMI to DVI converter cause the GPU doesn't have HDMI.

We got the drivers installed, right off AMD's website. 6xxx series drivers. Cleared off his old nvidia ones using driver sweeper, but his desktop just doesn't fill the screen? Theres a black border and it looks really fuckin' weird.

Now I'm not computer illiterate at all, but I can't find a solution to this. Theres no auto-adjust on the monitor, nor is there a manual option to adjust the screen location. I also cannot find any related options in CCC.

Again, I do know what I'm doing when it comes to computers, so don't be afraid to use correct terminology on me.

I know you said you looked through CCC settings, but perhaps you missed it, because this is how I fixed it

from there you can adjust underscan/overscan, or at least you should be able to
