Yesterday, I reformatted and I cannot connect to the internet. My ethernet cord is plugged in and it cannot even find my network. It is not something wrong with the cord because I get Xbox Live. I have no clue how to fix this.
What OS?
Start > Run > CMD
ipconfig /release > Enter
ipconfig /renew > Enter
Windows Vista Premium 64bit
Try the CMD steps listed above.
When I type ipconfig /release it says "The requested operation requires elevation." Then when I type ipconfig /renew I get " the operation failed as no adapter is in the state permissible for this operation."

Use your start menu to find the command prompt. If it's not visible, type CMD in the search. Once located, right click and select "Run as administrator". Did you install your NIC drivers?
There is no Run as administrator function, I can use it on other applications though.

I'll try looking for the disk.
Start > Right click "Computer" and select Manage > Device Manager
Look for the Network Adapters tree. Do you see any yellow warning icons? Mine as a (working) example:

I do not see a network adapters tab.
You're missing drivers. You need to figure out if you have a standalone NIC card, of if it's built on to your motherboard. Right click your computer name at the top and select "Scan for hardware changes".
I am fairly positive that it is built into my mobo. I'm chatting with my router peeps right now.

Judging from the information you've given it's almost certainly not a hardware issue. Find out what model of motherboard you have by using CPUz or opening your case and locating the model on the board then you can go to the manufacturers website and get the drivers you need. Anyone telling you it's a hardware problem doesn't know what they're talking about.

Yeah, I figured. I also got internet some how. I went to put in my routers install disk and it was like "HERE IS INTERNET!" I have no idea what I did or how I did it but I got it to work without installing anything.
