New GTX 560 Ti I just bought makes this exact noise, only when playing games and it fluctuates pending on what I look at etc.
Minor bug. I can't hear it in most games besides KSP and a few other odd misc. games.
I just also installed a CX600 600w PSU and moved my HDD up a bay. All of this fit in a Dell Studio XPS 8000 w/ i5 750 and 6 gigs of ram.
As the video's title suggests, it's most likely coil whine. If it's really pissing you off, consider contacting your GPU's manufacturer and possibly doing an RMA with them.
Yeah, I'll probably contact EVGA if I really get that fed up with it, but again most of the time I can't even hear it due to the game sounds, etc.

I've also got another problem now - something happens that looks like the graphics drivers crash, this has happened 3 times (twice today, one a week ago, that one recovered but these two have required a restart.
I'm going to see about updating the drivers even though I did that first thing on installing.
No, it's fine when the computer is in sleep / turned off.
It only occurs when I play certain games (pretty much everything but a few) and what's being rendered.
