That title doesn't really take what he said into context, he was asked specifically if a pregnant couple were able to take paid parental leave. If he was asked if a gay/lesbian couple had adopted a child and were asking to take some sort of paid parental leave than I believe the title would be more relevant. Also Abbott is a repressed closet gay.

It's implying he's not seeing them directly as a couple who have one kid, but two people in a couple relationship who both have their seperate kids. Seems like he requires both members of the couple to have their own kids first.
