They would wrap it in plastic wrap and spray it with stuff to hide odor from drug dogs.

Having everything shipped in fixes all that, and better for dealers in cities. There's no huge farms in the city. Having stuff shipped in from rural areas isn't all bad of an idea. Not saying they all do it via fedex it might be personally by vehicle instead too etc.

The best thing to do would've been to keep a hold of it for a duration of time, if nobody claims it after a while then it's fair game.

Someone ordered it and the dealer on the other end sent it to the home address, with a random return address in the city it was shipped out of. Home was no longer there or was rejected for some reason.

As long as you're not crossing borders you won't be randomly inspected by police anyway. The risk of the package being seized by a nosy mailman is just too big to take when it's that much money involved.
