• Help With Photoshop Effects

I am practicing my Photoshop skills and I saw this image (see link below) and tried to recreate the effect, but failed. Does anyone know how to make this effect or how to get close to this effect? Thanks. Image: http://www.eyecarecenters.org/uploaded/2985/e584104e-3ef8-4f8d-947e-f4930270faf5Blue-eye-eyes-8326071-800-600.jpg
Looks like the guy who did that used a mask. You can do that by either pressing Q or clicking on the 2 button from the bottom on the left toolbar, in that mode you can use the brush tool to paint on the image and after you press Q again, you get a selection of what you've painted. Note that you can also use opacity while doing this, shouldn't be too hard to recreate the effect that way. I'd highly suggest starting with the quick selection tool and after you get the rough edges, start switching to quickmask mode and fine tune the edges and opacity.
