I thought most people im China use WeChat anyway?
I would that this choice also had an influence based on that whatsapp is developed by facebook. Given that (as mentioned in the article,) this is the only service facebook is allowed to run in china (Social Network, Instagram), giving them to complete boot is something I can see them doing. Maintaining a strong use of services that are developed within their own countries, with any data protection laws (or lack of) for services used by the Chinese population. Article's a good read
I don't know if it's the reason, but I found WhatsApp to really be the only reliable source of communication with my normal social network while I was there. Obviously it doesn't matter to a person living there because all their friends would be on WeChat, but it might've been to suppress bad talk coming from tourists or foreigners who aren't rooted into the Chinese service loop yet.
