The pay-off for tough penalties against persistent file-sharers would be a more relaxed copyright regime, Lord Mandelson said.

The long-term answer was for the industry to educate users and to offer new and cheaper ways to download content, he said. In addition, new copyright laws were needed to lift restrictions on how people moved content on to the various different devices that they owned.
In France the government has just approved a so-called three strikes policy.
Under its system, those identified as illegally downloading content would initially be sent warning letters and, if they failed to comply, could be removed from the network for up to a year.

Like they will actually be able to catch the pirates. Only the thick ones make it obvious they are pirating. A good pirate would know what security you need to stop your ISP knowing exactly what you are downloading.

So, people who torrent games that they already own, that have damaged discs, are breaking the law too? Last time i checked when you use your own CD Key, it's legal. but correct me if i'm wrong.

Starting an ISP right now advertising that you don't care what users download, but it's their problem if they get arrested would probably attract a lot of customers.

I'm with BE broadband, and on IRC the management openly talk about how to get the best internet speed for your HD torrents.
They can't stop piracy. What the hell are they gonna do?
