I find it kind of hard to believe they couldn't stretch the budget for another prosthetic head.

It wasn't intentional. They say it right in the article, hell they even mention it in the DVD commentary. They just had some prosthetic heads laying around and one happened to be of George Bush, it was nothing political or anything like that.

I doubt it was unintentional with the huge media bias, although I really don't think it's that offensive. Not much to get worked up over.
From the sounds of things they just choose from a bunch of prosthetic heads they had laying around, doesn't seem like a big deal.
Seriously, this is [B]not[/B] a big deal. Nobody would even know if the producers hadn't said it in the commentary.

I don't really see a resemblance. And I'm surprised anyone was able to. It's at such an angle that there are no real facial features to be seen. And with the hair being as it is, makes it more difficult to piece two and two together. I see a resemblance now that I look at it, but only slightly. Again, because of the angle it sits at.
I'd see there being a problem if they just used it as is, but they clearly tried to make it non-Bushlike by roughing it up a bit and throwing on a Conan hairdo.
Taking offense at this as it stands now would be like taking offense at the original [i]Halloween[/i] film, because a merciless serial killer sociopath was technically represented by the face of William Shatner.

It's more than one image in the episode, so there's probably some frontal shot as well.

I'm pretty sure they didn't think they would need to considering you have to be a fucking moron to get offended over this. They saw his head lying around so they used it. It's a question of convenience, not funds.
