Now I know this problem is not the usual issue you see in the tech support forum, but my TV will make a loud click sound, turn the volume down a small amount and then raise the volume to deafening levels. Now this probably is only solvable by buying a new TV but if there is another way then I would like to know a fix for this as I have checked google and I only find unrelated issues. The TV is a Polaroid LCD and the model number is TLA-01901C, it gets a connection from a small antenna in the attic. The volume is not actually raised to a set number but the TV just becomes really loud.
Oooh I had this with my Polaroid.
What you have to do is manually remove the volume buttons and then put them back in. (Be careful not to break anything.) After doing this your volume should work 100% fine.

What would this solve? I don't see the reasoning behind taking out the buttons.
Check for people with universal remote controls in the room.

They could possibly be jammed.

If he's able to freely turn them then I highly doubt they're jammed. I don't see how that could even cause his problem.
No no no, this doesn't have to do with the volume controls as the volume doesn't actually change, the sound is amplified.
It has everything to do with the volume controls. I called customer support about the SAME exact problem you are having and they gave me those instructions.

During commercials broadcast volume is increased then returns to normal when the show is back on. I'm assuming you're exaggerating with the deafening thing.
It might be your antenna or the way your TV is tuned. Make sure everything is tuned properly

You're trolling, I think the issue is with the speakers getting too much voltage and I was told that the issue could be that a capacitor could be bad.

I am not exaggerating, it went from around 19-23 to what could be perceived as 60, it was enough to wake me up and I am quite a heavy sleeper.
