I know this is not a problem with my hardware, as it ran perfectly smooth on Windows Vista.
However, in Windows 7, it runs with a VERY Low framerate and with TONS of lag. does anyone know a fix for this?
Well, my copy of CS3 has always worked just fine in 7. Overall, I've found CS4 to be a rather large downgrade and far crappier than previous versions. Are you SURE this isn't a hardware issue? Perhaps a stick of RAM died without you realizing?
I have 4 GB of RAM, and all of it is in working order.

Open photoshop and check task manager. See if anything suspicious is up.
Do you have tons of fonts?
Is a networked printer set as your default (make it another one)? Or is it a high mouse delay when you draw? This happens to my GF with both her laptop and desktop, which are both very capable of running it smoothly. They both have ATI GPU's too. I have a laptop with a Nvidia GPU and never lag in the slightest.

Don't have a printer (It's low framerate with lag, so it takes me about 4 seconds to stay on one spot with the healing tool to set the source point)

Only thing I can think of is going into Preferences and messing with the GPU acceleration.
Tried running in compatibility mode?
I doubt it's windows, I'm on Windows 7(64bit) and it runs fine.

There have been no changes to my computer other than the Operating System. What else could it possibly be?

Anyway, have you tried disabling Aero?
Have you tried setting your theme to a classic one?
Have you emailed Adobe?
Bumping this because I have the same exact problem. I've found that going into the advanced video settings and unchecking all the boxes and restarting CS4 helps a bit, but there's still a slight lag which is annoying.
I have Windows 7 64-bit if that helps.
And I'm not sure, but it seems like the 32-bit one seems a little faster.

We don't know if it's Windows 7 and I highly doubt it is, until the problem is discovered, I suggest you don't jump to conclusions and make yourself look like an idiot.
