It's much like how people play GTA and absolutely massacre people - it doesn't mean that they want to go out and kill people even though they are well within their power to do it. It's the same logic - people who watch rape scenarios don't necessarily want to go out and rape people, they just want to experience the scenario within the safety of fiction.
