That sounds glorious, but I can't see the neon 80s aesthetic of Hotline Miami translating well to an FPS.
To be honest I don't see a point in that much planning on such a small map. It would be logical for more complex objectives and bigger maps.

Too much ambition can most certainly be bad when you don't have a lot to work with.

The maps are procedurally generated, so they could easily be any size depending on how many players you have

I'm actually working on this game, and trust me the planning is critical. Rushing in willy nilly is a surefire way to loose a round in a split second.

I guess it'd end up like Max Payne 3 but more exaggerated, with the screen flashing in high contrast when you get a kill and such.

Max Payne 3 raises the screen contrast slightly when you kill something (so does GTA V, to a lesser extent) and it's a really good indicator. It works better than a cross in the middle of the screen and is less intrusive imho.

What kind of Soundtrack are you going for, I hope its Synthwave. Perturbator, Carpenter Brut and Lazerhawk.
