I was driving and about 10-15 minutes ago my phone just had this 10 second vibration and made this scary ass noise, then my radio just went to what i thought was an emergency broadcast and turned out to be an amber alert warning then i pulled my phone out to look at it and they pushed an amber alert to my phone also.

Do amber alerts get sent out to every radio and phone in the area or something?

Yes, In America we have a Amber Alert system that can be triggered country wide or in select regions. Pretty much every carrier is in the system besides the few smaller ones. But the quality of the actual reach out varies between carrier (T-Mobile / AT&T have some good response times and actual reach).
Radio is optional, I do believe it was the station it's self just happening to report it as my phone got it, Unless State Law Enforcement has a way to lockout all stations and just broadcast on every frequency.

It was probably a lost custody battle where the father got the kid, so she kidnapped him.
The alert scared the fuck outta me last night.
My phone says some shit like " This is a local/national emergency ". Almost shit myself.
