Doesn't have to be shady. The sheer amount of threats lawyers and legal offices routinely get is actually pretty high. Most tend to from, disgruntled opposite sides. Have a person that's a bit unhinged and you might get this...

Talk about fucked in the head, just because you think life gave you a raw deal doesn't give you the right to hurt other people. But then at one point, if these individuals choose to do it, it's unlikely they care and just want to lash out at others/a society they feel has failed them in some way.
