And the article doesn't mention anything about Apple requesting the investigation (Just like how it doesn't mention Microsoft's complaint against Motorola, just that there was a complaint). And even then this isn't new information, Samsung have been under investigation for a few months over their behaviour (Hell, there was even a thread here about it, in which people "cheered" them on for it)
