Even with all that sabotage, Iran has to finally get there at some point.

I can only imagine how much more that is true for something like Iran feeling it's way through a Nuclear program without many people willing to spot them aid. I think you trivialise the role of specialists a little too much. And more importantly, this is just the shit we know about. These kind of operations aren't clandestine for nothing.
