No, only ones manufactured since ~September 2014.

All the cars built now come with the hardware. I'm not sure if some of the originals that started shipping with it required you to have the since defunct tech package though.
Oh wow. That is super neat. That tech has come a long way. I still cannot believe this is being done in my time. I love technology. To think, a friend of mine from college turned down a job offer from Tesla, as a software engineer, so she could stay in the area, and marry her fiance.
Also, I enjoy the people talking about not being able to use their iPhone's in the comment section of the article.
