There are two fans on my computer that aren't turning on. There's the fan that's on the side and there's one in the back. Neither of them spin at all yet they are plugged in, as the one on the side has an LED light that is working. Here are some pictures.

Make sure nothing is not allowing it to turn. If nothing is blocking it then the fans are dead.
With the PC powered off and the side panel removed, try hand spinning them to see if they "free spin" or give any significant resistance. If they spin freely and stop smoothly then the ball bearings inside are not ceased up yet. At that point check the connections, if that doesn't solve it, either the PSU or the fans themselves have died.
Also, try dusting them out.
I just dusted them before I found this out. Also, the computer is pretty new, only half a year old. Nothing is blocking them.
Could there possibly be any wiring issues that you may not have noticed at first? If there isn't any wiring problems, then your fans are dead.
1: heat up your pc some fans don't start spinning up until very high temperatures.
2:Download Speedfan and see if you can speed them up manually.
3:Check your bios settings for the fans.
Find a 9v battery and some small wires and try to connect the fan's leads to it and see if they power on. Don't worry about polarity if its wrong there won't be consequences just try booth ways. If their broke their broke.

Any battery will work just not to much over 12v (not a car battery) and not like 1.5v.
