On the bright side, formaldehyde breaks down relatively quickly in the environment. Not too sure whether that's the case for whatever else might've been spilt, since it's mentioned that "crude" MCHM was spilt. I'm guessing it was going to be further refined at some point for whatever purpose it serves; never heard of that chemical before now.
The scariest thing I think is that reverse osmosis doesn't fucking WORK. The water just burns straight through the filters.
