If they are to be rehabilitation centers, then they should at least try to seem like it'd be a good place to be rehabilitated, rather than dark, grimy, dirty cells which only fuck the prisoner up even more. You can see how it's also a bad thing. A small enclosed space which you spend nearly all of your time in.

Why should prisoners be better off than the honest?
