It's an interesting system that they're proposing, and I think it has merits. My only concern is that they're putting themselves in charge of distributing the donations, so the potential for misappropriation of funds is real.
The fact that it gets distributed based on number of unique downloads makes it seem like only really famous mod authors will really get anything out of this. Really the people who will benefit most will be whoever makes the usual top 100 mods first like the big texture overhauls and weather effect mods. If someone made a mod that I really really enjoyed but is kind of a niche thing then it doesn't seem like I'll really get to have much say in recompensing them specifically.

Some one who makes a really awesome, well made character in Skyrim may not get as much traction as some one who makes Unread Books Glow. Not saying that the person who makes Unread Books Glow shouldn't get something, but it unfortunate that some one who puts in a ton of effort might not get rewarded for it.
