Prison has a negative effect on deterrence.

When you get someone used to institutionalization and then kick them out into the streets with even fewer prospects for a good life than they had when they went into prison, it doesn't take a genius to realize that they'll likely commit a crime again. Prison itself breeds the need for imprisonment in the people who go there.
