• Cannot fast travel when enemies are nearby glitch in Oblivion

I can't wait/fast travel or anything even if I stand in the most remote area of the game world. It's pretty dumb. Another peculiar thing is that guards act normal until they see me and at that point they take off running with weapons drawn in one direction faster than I can chase them even though I have athletics pretty high. I've tried following them on horseback, but they just keep running. It's like they're chasing nothing.
Assuming it's for the computer, reinstall.
There is probably some console command that fixes this.
Is it just me who thinks this, or is Oblivion one of the most glitched games in god damn history? I mean the wiki got it's own paragraph just for glitches, on every article...
Ok so I attack someone and get intentionally arrested and I'm freed from jail after paying my fine. When I get out there's a guy waiting for me named "Conjurer" and he screams in my ear "DON'T LISTEN TO THEM" before stabbing me with a dagger. After I killed him the glitch was fixed.

Yeah, I cant remember what it's for but some quest sends the "Conjurer" to kill you, and he aparently has to run across the entire map to get to you which is why you rarely ever see him except for when you get out of jail and he's had time to get there. The reason for no wait or fast travel is because even though he may be half way across the map he's locked on combat with you.
