If you look in the first two groups, Motorola is in both. The issue is did Verizon not get questioned, did they not respond, or did they not use CarrierIQ?
Lets hope Verizon actually refrains from using ANY rootkit spyware, not just something exactly like CarrierIQ that we haven't found out about yet.

So its either just a bit of bad reporting and they were questioned but did not respond or do not use it, or Al Franken kinda fucked up.
