It's a balloon, seriously. Thats what happens if they're struck by high windspeeds. Those so called spheres are probably vapor because the balloon might loose some air which has ground temperature and is warmer than the outside at that height.

Uhhhh I think it's a big balloon with a bunch of little balloons attached to it on a string. Look at the way the "orbs" dance around, they're totally connected to one another.
