Hello, i have one question about steam can you help me guys ?
I delete my steam games and i reinstalling again all my games now , valve complete pack, gmod and other mods but i cant sure about all games downloading with newest updates ? Cause gmod start installing from %93. And some games start from %50, %80 etc. Why ? I delete everything from my computer before reinstall.

you're just "deleting the local content"
what you've gotta do
is go to programfiles>steam>steamapps>acctname>
and delete the whole game folder if you want a fully clean restart
Steam has to seperate the bandwidth accross all your games to download stuff.

Yes i deleted my program files / steam all games i delete from add remove program and i reinstalling not just local

I did that and i could never use steam again....
steam can replace your folders and small files almost instantly
its the actual game files (eg sounds, textures, materials, models, etc)
that take the long time

How can i sure steam downloading my games with the newest updates ?
it downloads the core game itself first, i believe
it updates after the game's been installed.

Games like gmod use assets from other games, so it only makes sense that they'll start at a high percentage.
