You can make, upload and download closely-modelled imitations without there being any legal trouble, but that's only possible due to the official mod tools for New Vegas. No one has said anything about Human Revolution allowing for user made content.
There's also the matter of the exclusive mission, which is a lot more complicated than some tatty in-game gear. Recreating that to the same standard as the official version is going to be impossible.
