Alright, here's my situation:
I ordered a new hard drive from newegg.ca around Christmas, a Seagate 7200.12.
It was DOA, so I returned it for a new one. I finally received it yesterday, and to my demise, this doesn't seem to work either. When I try to install windows on this hard drive I am greeted with the message: Reboot and select proper boot device or insert boot media and blah blah blah.
This is presented with or without a disc in the drive.
What I've tried:
1) DVDROM as first boot option.
2) Changing the SATA cables and positions.
3)I'm too dumb to try anything else, and Google finds me jack shit.
But my BIOS recognizes the drive, it KNOWS it's there but it's too much of a fucking asshole to let me use it for some reason. So either THIS fucking drive is also dead or there's an incredibly easy solution that's flying right over my head. Facepunch, enlighten me with your vast computational knowledge and fix my goddamn problem, please.
(If I left out anything you need just ask.)
It doesn't sound like there's a problem with the hard drive it sound like it's having a problem booting from DVD. Have you tried the Windows installation disk in another computer to make sure it actually works?
Windows XP disks to not come naively with SATA drivers, unless you have a windows XP disk that comes with service pack 3 already on it, which most don't.
Because of this, some computers BSOD in the middle of the install or right after it, or just won't install at all.
The solution is to slipstream service pack 3 and the proper SATA drivers into the windows xp disk.
Here's the guides to help you with this:

Hope that helps!

When I put the disc into the drive, my current Windows installation can read the disc clearly, but I haven't tried to boot from it on another computer yet so I'll try that.

Oh I didn't see it in your original post, sorry. Windows 7 should come with the sata drivers, so thats not the problem.
Try putting ubuntu on it. If that works, it could simply just be the disk.
