We have had deranged men pointing more missles at the US before, a nuclear armed baligerant north Korea is way more of a threat to the Chinese ruling party than it is to us because the Chinese people don't like the idea of a crazy dictator with nukes less than 100 miles away from their homes

In another sixty years we would probably employ defence systems so advanced that their missiles would be as dangerous for them as water powered rockets are for the contemporarty anti air. The matter with the technological progress is that it's constantly accelerating, so the longer you lag behind, the more backwards you get.
Also don't forget they may like dickwaving, but they are not crazy. They would get literally nothing from a sudden attack on the south.

Because North Korea learns more from every single launch and comes closer and closer to fully functional missiles.
And for a much lesser reason- I respect the scientist's ongoing efforts. No one has been laughing at the several SpaceX Falcons that exploded after failing to land at sea, which by the way are now [I]successfully [/I]landing. North Korea won't ever be on the cutting edge but they will almost catch up eventually.

If they're just now testing tech we were testing literally in the 60s I'd say the response to your first question would be "We'll probably be in the same situation as we are now". It's not like they've suddenly started this rapid development catching up and is surpassing the west. In 60 years time I think it's safe to say we'll still be ahead unless there are some drastic changes between now and then. Slbms are pretty major but it's not like they're on the forefront of development.

NK neither has the ability to feed it's own soldiers let alone it's people. Start offering people who are holed up in towns food,water, in exchange of surrendering and you pretty much loose the idea of "A rifle behind every blade of grass."
