If i get an OEM edition of Windows 7, i know im not permitted for installing it over my existing Vista OEM install because you are supposed to install it on a fresh computer.
But are there any actual restrictions to this? I mean if I get it anyway will i be able to install it even if the computer already have an os?
I'm pretty sure it's just like a normal windows disc, except it only has one version (32-bit or 64-bit). At least, that's how it is with my Vista OEM.

Yea, just format the computer.
An OEM windows disc essentially means it comes without a plastic box and has £100 shaved off the price. You should be able to upgrade normally, and if you install it over the previous installation without formatting all your shit will be put into a folder called windows.old.
