• Team Fortress 2 Sprays are not being displayed

Briefing of the problem at hand: During gameplay, on servers that ALLOW sprays (and I always ask administrators and moderators about it) I can put up a spray on the wall, and it will show up for me, files such as; .gif files, .jpg files, .vtf files, .png files, and .tga files. The problem is that when I put a spray up for display, only I can see it. No one else is able to see it, even when I guide them to it by standing on it and shooting at it. The problem also goes the other way around, and by that I mean I can't see anyone else's sprays either. I have actually been having this problem for quite a while now. I have gone through my files to make sure nothing is corrupt and things seem to be fine. All files are where they belong. I have gone through basic stuff that might be causing problems; graphics options, ticking the box that disables and enables sprays, and re-installing the game with fresh files none of the older files were left on my hard drive. I have even checked out r_decals being set to 1 or 0, and it's always set to 200 by default. Users have also told me that something with Steam Cloud could be causing the problem, such as loading in old .cfg files and such. Nothing was out of the ordinary there. I have TF2 set to -dxlevel 80, but that possibly couldn't be the issue. I've been using -dxlevel 80 for little over a year and the problem never came up, only until 3 weeks ago. Before you ask, I do not use a .cfg performance file. I seriously can't figure out what the problem could be here. I've tried so many possible solutions, basic to advance, and nothing seems to be working. I'm getting frustrated to the point where I want to give up on this. If anyone helps out, I give you 10,000x of my thanks.
Ironically enough, I actually have the exact opposite problem. Sprays won't get disabled no matter what I do
