He after all said "may." The issue is, right now, there's a sharp divide in the Catholic church between fundamentalists and reformists. Reformists suprisingly tend to be old guard priests, jesuits and people like Pope Francis, while the Fundamentalists are usually the younger (relatively for clergy, say in their 30's) people, or the silent majority who have pseudo-baptist views of how the Catholic faith ought to operate. Or the Spanish/Italians. If he just up and said "FUCK THIS GAY CHURCH," it would cause an uproar and likely give power to Fundamentalists because a hardline stance like that would scare off moderate reformists. I know Catholics who get mad just because the local clergy have reorganized the candles on the altar. Don't be quick to brand Francis as throwing women under the bus, it's more like he has to juggle his words.

His words to influence the priests and bishops beneath him. But you are right mostly because it's not as if he sends out auditors to check on whether or not his doctrine is being followed to a tee.
