The top 1% of the country forms the ruling class, they all work in high-ranking positions in the government and they all have Internet. Also I believe the general population has access to some extremely limited form of the Internet through Internet cafés in the country.

Honestly, it would be dope as fuck for the elite of the elite to come together and work magic on the nk power grid and defence systems. Just like shut it all down and allow us to end this without so many casualties, would be a huge scare tactic and wake up call hopefully.

There is not the slightest chance of that happening, seriously.
