All you need is an above average density and an ignition source. Most of the hollywood firey explosions are done with oxygyen.

I think it's a little more justified than most other things because their terrorist government certainly isn't going to consider the peoples medical needs and probably just confiscate them. It's a much simpler connection than banning concrete because they might build tunnels.

Yellow cake is an ordinary rock with a few radioactive properties, it is in the ground in a lot of countries. No point banning and confiscating the yellowcake because it's pretty useless as is. The right thing to ban is the enrichment of it to turn it into something useful.
